TUESDAY, MARCH 28, 1989 <br /> <br />Upon recommendation of Mr. Rayford B. Smith, P.E., of Smith & Beasley, <br />Architects & Engineers, Council unanimously accepted (as a co-partner with the <br />County of Henr~ and its. Supervisors) the low bid of $159,400'00 submitted by <br />Clark Bros. Co., Inc., Stuart, Virginia, for construction of a Joi~nt Dispatch <br />Center for the E911 Communications Center at or near the Henry County Sheriff's <br /> <br />Headquarters on Kings Mountain Road. <br /> <br />Unscheduled matters brought to Council's attention and/or inquiries as ~o <br />several civic concerns consisted of Councilman Cole's inquiries and/or comments <br />pertaining to (1) the March lOth communication from the Virginia School Boards <br />Association relating to a proposed withholding of state funds for duty-free <br />lunch programs and to a proposed constitutional amendment to allow for binding <br />arbitration in Virginia public schools, (2) policies applicable to burned-out <br />buildings and/or boarded-up buildings, (3) trash/refuse accumulations and <br />screening, and (4) handling of emergency calls by the City's water treatment <br />plant personnel. <br /> <br />Describing herself as a concerned citizen of--and newcomer to--Martinsville, <br />Mrs. Marna Gruettner~ of 1248 Lanier Road, appeared before Council and inquired <br />as to some of the City's budgetary processes. <br /> <br />Mayor Oakes then declared this meeting adjourned. <br /> <br />W. rk of Council <br /> <br /> <br />
