Retain Section III from present Subdivison Ordinance -- <br /> <br />Approved. <br /> <br />Encourage owners of large undeveloped areas within the <br />City to develop areas for residential housing, especially' <br />where'there may be a need for housing for persons in the <br />moderate-to-higher income level -- <br /> <br />Approved. <br /> <br />Apply for CDBG funds to acquire lands and install street <br />and utility facilities (and, perhaps, in some instances, <br />recreational facilities), plus cost of engineering and <br />administration, for new housing for low-to-moderate income <br />citizens, with the program to be administered by the <br />City's Housing Services Department -- <br /> <br />Approved. <br /> <br />Begin publicizing now-available programs related to <br />financing new housing through VHDA and the Department of <br />Housing & Community Development's Partnership Fund -- <br /> <br />Approved. <br /> <br />Existing Housing <br /> <br />Continue upgrading and maintaining existing housing stock <br />through available programs, such as the VHDA matching <br />grant program and the Virginia Partnership Fund program, <br />in addition to--or in conjunction with--the Community <br />Development Block Grant Program -- <br /> <br />Approved. <br /> <br />2. City's Rental Assistance Program -- <br /> <br />Continuation endorsed and supported. <br /> <br />Made part of these minutes, as an addendum thereto, is City Manager Brown's <br />memorandum to Council, entitled "FY1989-90 Preliminary Budget", which not only <br />"highlights" what Mr. Brown described as an impendent financial crisis, unless <br />his revenue-source recommendations are adopted, but also significant facts of <br />the expenditure side of the detailed budget document, as presented· The <br />proposed 1989-90 City Budget estimated 1989-90 expenditures (for all funds) at <br />$46,017,288 as compared with 1988-89 budgeted expenditures of $43,009,509 -- <br /> <br /> <br />
