TUESDAY, JANUARY 24, 1989 <br /> <br />Vice-Mayor Williams, and Councilman Cole, voting in the affirmative), Council <br />expressed support of the enactment of legislation by the Virginia General <br />Assembly which will permit localities (by local option) to impose such income <br />tax, so long as the proceeds therefrom may be used locally for purposes usually <br />associated with General Fund activities. <br /> <br />Mayor Oakes suggested, and Council concurred, that Council formally state its <br />position--as the Henry County Board of Supervisors recently did--urging the <br />Virginia General Assembly to share the proceeds from the sale of Virginia <br />lottery tickets with localities, with such shared proceeds to be expended by <br />the localities for purposes and activities associated with their General Funds. <br /> <br />Mayor Oakes announced that the new Wal~art Store in the new Liberty Fair Mall <br />(which has other phases yet under construction) will open February 2, 1989, at <br />8:00 A.M., and that members of Council and other City officials have been <br />invited to be present for the opening. <br /> <br />In accordance with City Charter provisions and with subsections A. 1. and A. 3 of <br />Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), Council <br />convened into an Executive Session for the purposes of considering (1) nominees <br />for appointment or reappointment to the Martinsville-Henry County Clean <br />Commission and (2) a real estate matter. At the conclusion of this Executive <br />Session, Council reconvened into regular session in which, by nomination and <br />acclamation, Council appointed Mrs. John M. (Shirley) Yates and Mr. Craig DuPuy <br />to membership on the Clean Community Commission for two-year terms beginning <br />April 1, 1989.
