TUESDAY, JANUARY 24, 1989 Plan. The City Manager reported that (through the City's legal consultants in this matter) a Stay has been obtained on the Licensing Order; however, the other requirements remain in full force and, therefore, the work is underway in order that the City might meet the completion date of March 30, 1989. Upon recommendation of City Manager Brown, Council directed that public hearings be conducted (and that due notices thereof be published, as required) at Council's forthcoming February 14th and February 28th regular meetings on a proposed application the City might file with the State Department of Housing & Community Development to obtain Community Development Block Grant funds in the amount of $300,000.00 to finance the cost of constructing an access road and a water line to serve the intermediate care facility being constructed by Dorn-Will Corporation off East Church Street, near the City's east corporate limits. Referring to City Manager Brown's recent memorandum regarding Virginia Governor Baliles' proposal that the 1989 Virginia General Assembly enact legislation which will permit localities to impose a "1% Local Option Income Tax", with the proceeds therefrom to be expended only for transportation needs, Councilman Cole suggested that Council formally take a position thereon and so advise the City's representatives in the. General Assembly thereof. During the ensuing discussion of this matter, Councilman McClain indicated that, while not at the moment prepared to take action on this matter, he can not support the Governor's "specified-use.of-proceeds" proposal but does favor enactment of legislation by the General Assembly which will permit additional taxing authority (to the localities) if the usage of the proceeds therefrom is not limited.
