TUESDAY, JANUARY 24, 1989 <br /> <br />Plan. The City Manager reported that (through the City's <br />legal consultants in this matter) a Stay has been obtained <br />on the Licensing Order; however, the other requirements <br />remain in full force and, therefore, the work is underway in <br />order that the City might meet the completion date of March <br />30, 1989. <br /> <br />Upon recommendation of City Manager Brown, Council directed that public <br />hearings be conducted (and that due notices thereof be published, as required) <br />at Council's forthcoming February 14th and February 28th regular meetings on a <br />proposed application the City might file with the State Department of Housing & <br />Community Development to obtain Community Development Block Grant funds in the <br />amount of $300,000.00 to finance the cost of constructing an access road and a <br />water line to serve the intermediate care facility being constructed by <br />Dorn-Will Corporation off East Church Street, near the City's east corporate <br />limits. <br /> <br />Referring to City Manager Brown's recent memorandum regarding Virginia Governor <br />Baliles' proposal that the 1989 Virginia General Assembly enact legislation <br />which will permit localities to impose a "1% Local Option Income Tax", with the <br />proceeds therefrom to be expended only for transportation needs, Councilman <br />Cole suggested that Council formally take a position thereon and so advise the <br />City's representatives in the. General Assembly thereof. During the ensuing <br />discussion of this matter, Councilman McClain indicated that, while not at the <br />moment prepared to take action on this matter, he can not support the <br />Governor's "specified-use.of-proceeds" proposal but does favor enactment of <br />legislation by the General Assembly which will permit additional taxing <br />authority (to the localities) if the usage of the proceeds therefrom is not <br />limited.
