TUESDAY, JANUARY 24, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, January 24, 1989, <br />in the Council Chambers, City Hall, beginning at 7:30 P.M. With the exception <br />of Councilman Alfred.T. Groden (who was on vacation outside the United States), <br />all members of Council were present, viz., L. D. Oakes, Mayor; Clyde L. <br />Williams, Vice-Mayor; William C. Cole, Jr.; and Allan McClain. <br /> <br />After the invocation, and the extending by Mayor Oakes of a cordial welcome to <br />visitors present, Council approved--as recorded--the minutes of its regular <br />meeting held January 1D, 1989. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br />on a petition filed by Mr. & Mrs. Gorden R. Metz., Jr., seeking the rezoning of <br />Lots Nos. 24, 25, and 26, situatedon the east end of Rahlway Street, from R-9 <br />Residential to C-3 Commercial to allow for operation of a proposed restaurant <br />at this location. Appearing and speaking in opposition to the proposed <br />rezoning were Mrs. Edith S. Palmer, of 111 Northwood Court, and Mrs. Louise B. <br />Sebastian who, with her husband James R., owns and operates Northside <br />Restaurant at 811 Liberty Street, which is parallel to--and approximately a <br />block from--Rahlway Street. Mrs. Palmer stated that she attended the Planning <br />Commission's public hearing on this peti.tion, at which hearing a number of area <br />citizens registered.their opposition to the proposed rezoning, all of whom <br />urged that the Rahlway Street lots remain residential. In addition, Mrs. <br />Palmer reported that she and her neighbors were also concerned with the <br />prospect of a parking lot (for the proposed restaurant) being located to the <br />rear of their properties and that she and her neighbors see no need for another <br />restaurant in the area.
