TUESDAY, JANUARY 10, 1989 <br /> <br />Favorable responses received to the recent first edition of <br />the City's Newsletter; <br /> <br />Notice of acceptance by the office of the State Auditor of <br />Public Accounts of the audited financial statements of the <br />City of Martinsville for its fiscal year ended June 30, <br />1988; <br /> <br />The Manager's recent appointment of Mrs. Phyllis T. Holmes, <br />from within the City's Housing Services Department to its <br />Director, succeeding Mrs. Rebecca C. Miller, recently- <br />resigned Director; and <br /> <br />The rescheduling (from January 19, 1989) of a special <br />meeting to be conducted by Council with area developers, <br />regarding the local housing situation, to Tuesday, January <br />17, 1989, in the Council Chamber, beginning at 2:00 P.M. <br /> <br />Emphasizing no intended adverse reflections upon Mrs. Phyllis Holmes or upon <br />her elevation (from Housing Rehabilitation Technician) to the position of <br />Housing Services Director, as announced in the foregoing by City Manager Brown, <br />VicesMayor Willjams contended that all of the City~s job openings and <br />vacancies, before filled, should be announced to the general public in order <br />that any person interested in seeking employment with the City will be given <br />the opportunity of submitting an application. In so contending, Vice-Mayor <br />Williams acknowledged that the final selection (for positions within the <br />Manager's jurisdiction, including promotions of City employees within the <br />organization) is the responsibility of the Manager and that he (Mr. Willjams) <br />does not take issue with that procedure but only with the practice, where it <br />occurs, of not affording anyone from the general public the opportunity, if <br />such person might desire, of filing an application for any position or job <br />vacancy to be filled. <br /> <br /> <br />
