42 1 <br /> <br />TUESDAY, JANUARY 10, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, January 10, 1989, <br />in the Council Chamber, City Hall, beginning at 7:30 P.M- All members of the <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and after Mayor Oakes' cordial welcome extended to <br />visitors present, Council unanimously approved--as recorded--the minutes of its <br /> <br />regular meeting held December 13, 1988. <br /> <br />After tentatively accepting the Planning Commission's recommendation that <br />Council approve a petition filed by Mr. & Mrs. Gordon R. Metz, Jr., seeking the <br />rezoning of Lots No. 24, 25, and 26, situated off the east end of Rahlway <br />Street, from R-9 Residential to C-3 Commercial, Council called for a duly- <br />advertised public hearing to be conducted by Council on this petition at <br />Council's forthcoming January 24th regular meeting. <br /> <br />Council unanimously accepted a Planning Commission recommendation that Council <br />not approve an application for a Special-Use Permit, as filed by Ms. Lois T. <br />Holland for permission to operate a day-care center at 231 Clearview Drive, <br />because of inability of applicant to comply with the City's Zoning Ordinance <br />regulations as to (1) side-and-rear-yard setback requirements and (2) loading- <br /> <br />and-unloading space requirements- <br /> <br />Council placed on first reading an ordinance (identified as Ordinance No. 89-1) <br />which, if adopted (as requested by The Lester Group, Inc., and Developers <br />Diversified), will amend the City's Zoning Ordinance (as to #15 of Section IX <br /> <br /> <br />
