TUESDAY, DECEMBER 13, 1988 <br /> <br />the City's Transportation Safety Commission for four-year terms beginning <br />January 1, 1989, and unanimously appointed Mr. Samuel B. Nichols to membership <br />on said Safety Commission for a four-year term beginning January 1, 1989. <br />Council also unanimously nominated ~{rs. Nancy N. Henderson for temporary <br />appointment by the West Piedmont Planning District Commission to its Technical <br />Advisory Committee to assist in the developing of an update of the Commission's <br />Solid Waste Management Plan. <br /> <br />Council unanimously.authorized City Manager Brown to execute, on behalf of the <br />City of Martinsville, an agreement with the Virginia Department of <br />Transportation for the reconstruction by the Department of Transportation of <br />the intersection of Memorial Boulevard with Fayette and West Church Streets. <br />Total cost of this project, initially estimated to be $1,050,000o00, is now <br />estimated to amount to $1,404,382.06, for which contract for the reconstruction <br />phase is expected to be awarded to DLB, Inc., of Hillsville, Virginia. The <br />City's 5% cost-share is now estimated to amount to $70,219.10. <br /> <br />In conclusion, Councilman Cole, a member of the Virginia Municipal League's <br />subcommittee studying proposed changes to Virginia's Freedom-of-Information <br />legislation, offered the following summary of results Of the subcommittee's <br />studies aswell as some observations thereon: <br /> <br />Various meetings of the subcommittee were concluded December 9, <br />1988, with a public hearing. A re-write (or another re-write) of <br />the F.O.I. Act is now in process. It will contain a provision for <br />administrative appeals to the Virginia Attorney General; it will <br />call for a greater degree of specificity when public bodies convene <br />into executive sessions; and, at the conclusion of any executive <br />sessions, it will require a (form of) certification as to matters <br />considered in executive sessions. Definition of a governmental- <br />body meeting is yet unclear and response time to a request from the <br />public (for specific information) remains an unresolved issue. <br />Meanwhile, the VML Legislative Committee appeared to be inclined to <br /> <br /> <br />
