TUESDAY, NOV~4BER 29, 1988

A regular semi-monthly meeting of the Council of the City of Martinsville,
Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, November 29,
1988, in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of
the Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams,
Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain.

After the invocation and a cordial welcome by Mayor Oakes to visitors present,
Mayor Oakes commended the City's Police Department personnel, as well as other
persons involved, for their assistance in making the 1988 Annual Christmas
Parade (through the downtown district on.Friday, November 25, 1988) a success.
Mayor Oakes also noted that the Martinsville "Bulldogs" High School Football
Team will be playing Nottaway County High School for the State Championship, in
its Group and Division, in Crewe, Virginia, December 3, 1988.

Council unanimously approved the minutes of its special meeting held November
1, 1988, of its regular meeting held November 8, 1988, and of its special
meeting held November 18, 19'88.

Ms. Arlene Porter and Ms. Julia Fain, accompanied by two other citizens, all
residents of Rivermont Apartments, Fayette Street, appeared before Council and
reported a seeming lack of adequate response and concern on the part of some of
the personnel of the City's Police Department when assistance has been sought
by some of the residents of Rivermont Apartments because of vandalism and/or
dangers created by persons visiting the area. Council referred this matter to
City Manager Brown.
