FRIDAY, NOVEMBER 18, 1988 <br /> <br />effect of the moratorium on (or against) annexation and funds received thereby <br />under the Virginia General Assembly's House Bill #599, which funds are <br />estimated to be $335,000 in 1988-89. <br /> <br />Lieutenant Kanode pointed to the increase projected for 1989 over 1988 in <br />crimes, in the value of goods stolen, and the value of goods recovered as well <br />as acknowledged with appreciation the assistance and cooperation provided by <br />the City's Finance Department and the County of Henry in setting up a <br />computerized records-keeping system (to replace a "stand-alone" system <br />installed a few years ago which was not satisfactory). Other facets described <br />by Lieutenant Kanode were the City's Neighborhood Watch Program, home security <br />consultations, crime prevention programs (including related educational <br />programs presented in the City's public school system), defensive driver <br />training, property/evidence protection and records, the drug task force, and <br />the sharing of information with other law enforcement agencies. As had been <br />previously mentioned, Lieutenant Kanode agreed that there is a distinct and <br />direct relationship between crime incidence and illegal drug sales/usage. Mr. <br />Kanode then illustrated the tremendous "mark-up" in the price of cocaine, <br />beginning at its wholesale source and ending with its final disposition, in <br />which one kilo (35 ounces) of 80% ("pure") cocaine might be purchased at source <br />for $20,000.00 but, when "cut" and distributed and redistributed or sold and <br />re-sold to its final destination, will sell for $350,000.00, for a profit <br />margin of $330,000.00 shared in by those involved during its "journey". <br /> <br />Lieutenant Asburry commented on personnel scheduling, motor vehicles for the <br />department (maintenance and replacement), budgeting, serving of subpoenas, <br />providing escort services, responding to alarms, and various other aspects of <br /> <br /> <br />
