FRIDAY, NOVEMBER 18, 1988 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Friday, November 18, 1988 <br />beginning in the Council Chamber, City Hall, at 8:30 A.M., for the purpose of <br />conducting.and/or concluding its review of operations of the City's Police and <br />Fire Departments. All members of Council were present, Viz., L. D. Oakes, <br />Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; <br />and Allan McClain. <br /> <br />After the invocation, followed by the stating of the purpose of this special <br />meeting, Council adjourned this meeting to the squad room of the Police <br />Department where Police Chief Terry L. Roop, Major Richard A. Reeves (AssiStan~ <br />Police Chief), Lieutenant Kermit L. Kanode, and Lieutenant Ira E. Asburry, Jr., <br />resumed and concluded their presentations begun at Council's special meeting <br />held September 9, 1988. <br /> <br />Chief Roop described the assignments of those uniformed officers who also now <br />serve as dispatchers, such as "filling in" for on-street officers out on leave <br />(because of injuries, illnesses, vacations, etc.), assisting in special events <br />(such as the annual Christmas parades), and being able to answer and respond to <br />telephon~ calls. <br /> <br />Major Reeves cited development by the Police Department of an outstanding <br />Emergency Response Team and a Crime-Stoppers Program, the department's role in <br />the New River Regional Police Academy and that organization's value to <br />Martinsville, seizures and dispositions of properties and assets, the usage of <br />polygraph examinations, State funds for mandated training programs, and the <br /> <br /> <br />
