TUESDAY, NOVEMBER 1, 1988 <br /> <br />School Board budgets (and/or requests) for the years 1980-81 <br />through 1988-89, financed by or proposed to be financed by <br />State and Local Non-Tax Funds, State 1% Sales Tax, and by <br />local funding by City Council; per pupil costs, ranging from <br />$1,909.00 in 1980-81 to $3,716.00 in 1987-88; and the average <br />daily memberships (number of pupils) ranging from 3,504 in <br />1980-81, and declining each succeeding year, to 2,913 in <br />1987-88 and a current enrollment of 2,843. At this point in <br />the presentations, as well as later, School Board Chairman <br />Carter emphasized his conviction that more affordable <br />residential housing is urgently needed in Martinsville; <br /> <br />Certificated Teacher Costs for the 215 teachers, of which 164 <br />are classroom teachers, with average annual salaries currently <br />ranging from a base of $26,648.00 to a high of $28,412.00; and <br />ranging in 1988-89 from a low of $20,100 to a high (including <br />summer school and coaching stipends) of $42,416.00'; <br /> <br />A report on efforts by the School Board and School <br />Administration to obtain adjustments in a factor described as <br />"Adjusted Gross Income", as determined by the State of <br />Virginia and which now adversely affects State funding for the <br />Martinsville Public School System because (1) of income of <br />out-of-state residents being attributed to Martinsville, (2) <br />of a one-time 'Hindfall" income having been in Martinsville's <br />"AGI" for 1985, and (3) attribution of income in Henry County <br />to Martinsville resulting from errors in designating residency <br />by individuals filing State income tax returns; <br /> <br />Personnel assignments or classifications for each of the years <br />1979-80 through 1988-89, showing 238 persons employed in <br />'regular programs in 1979-80 and 236 in regular programs in <br />1988-89, 19 secretaries in 1979-80 and 16 secretaries in <br />1988-89, $9,240.00 having been spent for teacher aides in <br />1979-80 and $219,279.00 budgeted for 1988-89, 34 persons in <br />Federal Programs in 1979-80 but only 13 in 1988-89, 48 persons <br />employed in cafeteria operations in 1979-80 and 41 in 1988-89, <br />33 persons in the building maintenance operations in 1979-80 <br />and 31 in 1988-89, and 26 persons in the school bus division <br />in 1979-80, whereas in 1988-89 there are 23. Excluding former <br />CETA personnel, the school system had 398 employees in 1979-80 <br />and currently has 360 employees; <br /> <br />An instructional report, including curriculum development <br />update and informatioh on the textbook adoption process; <br />testing summaries; and data on student "drop-outs"; <br /> <br />Enrollment figures, by schools and by grades, as of September <br />30, 1988, being a total of 2,843 as previously cited in <br />foregoing "item" one, including the number of students (308) <br />from outside school districts, of which 262 pay tuition and <br />and 46 are tuition free; plus an ethnic analysis; with <br />Councilman Groden posing questions as to teacher-pupil ratios <br /> <br /> <br />
