TUESDAY, NOVEMBER 1, 1988 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, was held jointly with the Martinsville City School Board at the <br />School Board's headquarters in Albert Harris Elementary School, Smith Road, <br />Tuesday, November I, 1988, beginning at 6:00 P.M., for the purpose Of receiving <br />and discussing updated information presented by the School Board on the <br />operation of the Martinsville City Public School System. All members of <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; <br />William C. Cole, Jr; Alfred T. Groden; and Allan McClain. Also present, <br />representing the City, was City Manager George W. Brown. All members of the <br />School Board were present, viz., Worth H. Carter, Jr., Chairman; William W. <br />Edwards, Jr., Vice-Chairman; Johnnie L. Jones; Roger D. Martin; and Mrs. <br />William F. (Catherine) Stone, Jr. Also present was Mrs. Lynda W. Pulljam, <br />School Board Clerk; Dr. James E. Calkins, Superintendent of the City School <br />System; Dr. Larry J. Kellogg, Administrative Assistant for Instruction; Mr. J. <br />Michael Rolen, Administrative Assistant for Special Services; and Mr. Ronald B. <br />Epperly, Director of Business and Finance for the City School System. <br /> <br />The meeting began with the stating of the purpose of this special meeting, with <br />invocation-blessing given by School Board Vice-Chairman William W. Edwards, <br />Jr., followed by a light meal, and then by the presentation of information <br />dealing with school system operations, preceded by an indication that the <br />School Board wishes to meet in special session with City Council on January 10, <br />1989, to review mandated school programs, non-mandated school programs, and <br />their costs. <br /> <br />Information presented consisted of the following schedules and exhibits, with <br />commentaries thereon: <br /> <br /> <br />
