TUESDAY, OCTOBER 25, 1988 <br /> <br />ADDENDUM <br /> <br />The Planning Commission has studied the recommendations of Council's Housing <br />Study Committee which you referred to us on August 23, 1988. We had a special <br />work session meeting and we toured J. Frank Wilson Park. We also toured other <br />parks in the city having comparable facilities and/or space which would help <br />fill the needs being served by J. Frank Wilson Park if portions of that park <br />were used for other purposes. We received input from private citizens, the <br />city staff and Mr. Greene, one of our members who was also on the Housing Study <br />Committee. After these activities had been completed we received your decision <br />to withdraw from consideration the possible conversion of a portion of the J. <br />Frank Wilson Park to residential construction use. <br /> <br />Our Subdivision Ordinance redraft subcommittee, along with the whole <br />Commission, is considering recommendations one and two in the Subdivision <br />Ordinance draft currently being prepared for a second public hearing. This <br />draft includes somewhat narrower street requirements, delegation of some <br />subdivision decision making authority to an agent and a mechanism for the <br />relaxation of subdivision improvement installation standards (e.g. curb and <br />guttering, a big development expense) in cases where it will not lower the <br />overall public safety and the quality of the project or its surroundings. <br /> <br />In response to recommendation three, we anticipate the completion of our work <br />and a vote on the Zoning Ordinance shortly after the subdivision proposal is <br />finalized. The Zoning Ordinance draft pending before the Commission embodies <br />the G-S division of residential areas of the city but it has not yet come to a <br />vote for recommendation to you. In addition, recent events in the city have <br />pointed out some definite areas of the Ordinance dealing with industrial and <br />commercial development which in the opinion of several Planning Commission <br />members need further attention to properly enhance and plan for the growth of <br />those areas of the city. <br /> <br />Both of these ordinances have gone through one public hearing procedure. <br />However, public input received at those hearings resulted in substantial <br />reconsideration of some parts of the Subdivision Ordinance. Some additional <br />changes have resulted from the recommendations of your Housing Study <br />Committee. We have been advised that the revisions now being considered are of <br />sufficiently substantial nature to require a second public hearing on the <br />revised Subdivision Ordinance. We anticipate that this hearing should be held <br />shortly. In the meantime, various members of the Planning Commission are <br />individually studying the potential problems which they feel are becoming <br />evident in the commercial and industrial portions of the Zoning Ordinance. <br /> <br />Although the use of a portion of J. Frank Wilson Park was withdrawn from <br />consideration, we received a number of unsolicited comments and suggestions <br />from the public. These letters and comments will be retained in our records, <br />but several points were raised which some of our Commission members felt might <br />be worthy of further consideration as we go forward in our planning process: <br /> <br />J. Frank Wilson Park is heavily used and is a positive feature <br />of the quality of life in our city. It would be even more <br />heavily used if parking were added to make it more convenient to <br /> <br /> <br />
