TUESDAY, SEPT~4BER 27, 1988 <br /> <br />WHEREAS the Bureau for the Associated Press of the Commonwealth of <br />Virginia, through its Chairman Mr. Dennis Montgomery, p~esented <br />seventeen proposals for change in the Freedom of Information Act to <br />the Joint Legislative Sub-Committee studying said Act and related <br />public access statutes; and <br /> <br />WHEREAS if the current State statutes are changed to incorporate <br />these proposals, local governments throughout the Commonwealth will <br />be adversely affected in their deliberations and conduct of affairs <br />of local government; and <br /> <br />WHEREAS some of these proposals would result in added costs to local <br />governments if implemented as proposed; and <br /> <br />WHEREAS the Virginia Municipal League, through its Legislative <br />Committee, is studying the impact of the seventeen proposals on <br />cities and towns in the Commonwealth; and <br /> <br />WHEREAS the Administration and Council of the City of Martinsville <br />have given thorough consideration to these proposals as they relate <br />to the carrying out of the affairs of the Martinsville city <br />government; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular session assembled September 27, 1988, that said Council <br />adopted an official response position on these proposals as set <br />forth in the attachment titled Responses--Freedom of Information <br />Act. <br /> <br />Councilman Cole presented a status report on certain activities of the Central <br />Piedmont Employment Consortium, comparing certain 1987-88 data with 1988-89 <br />data (some of which are forecasts) pertaining to financial resources committed, <br />residents served~ residents placed, income produced by placements, tax revenue <br />produced by income, and welfare grant reductions, plus a partial listing of <br />businesses and organizations benefitting from the CEPC programs. <br /> <br />Other matters considered by Council and/or comments and announcements by <br /> <br />members of Council were: <br /> <br />A.
