TUESDAY, AUGUST 9, 1988. <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, August 9, 1988, <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of the <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and the extending by Mayor Oakes of a cordial welcome to <br />visitors present, Council unanimously approved--as recorded--the minutes of its <br />regular meeting held July 26, 1988. <br /> <br />Pursuant to duly-published notices and in accordance with statutory <br />requirements, Council conducted a public hearing on Ms. Irene Bennett's <br />petition seeking (1) the rezoning of Lot No. 19 situated at 411 Starling Avenue <br />from R-6 Residential to P-2 Professional and (2) an amendment to subsection F <br />of Section V of the City's Zoning Ordinance to include the occupation of <br />catering as a permitted use thereunder. There being no objections registered <br />by any citizen to this petition, Mayor Oakes declared this public hearing <br />closed; whereupon motion, duly seconded and unanimously carried, Council <br />accepted the Planning Commission's favorable recommendations thereon (to <br />approve the petition, with stipulations) and, in so doing, adopted the <br />following two ordinances, viz., an ordinance effecting the requested P-2 zoning <br />for No. 19 at 411 Starling Avenue and an ordinance (No. 88-8) amending the <br />City's Zoning Ordinance to allow catering as a permitted usage, under' specified <br />conditions, within P-2 zones: <br /> <br /> <br />
