TUESDAY, JULY 26, 1988 <br /> <br />the years 1968 through 1987) and $66,041.86 personal property taxes (including <br />penalties, interest and late fees for the years 1982 through 1987), Council <br />unanimously authorized Mr. Bouldin and City Attorney Worthy to proceed with <br />such legal recourse as is applicable to enforce collection of these taxes. <br /> <br />City Treasurer John W. Bouldin, Jr., informed Council that the City earned <br />interest on its regular checking accounts in the total sum of $184,241.82 <br />during the fiscal year ended June 30, 1988, and that the City had funds <br />invested in certificates of deposit in the total sum of $5,526,551'49, as of <br />June 30, 1988, with interest rates ranging thereon from 6.45% to 8.25% and <br />maturity dates occurring from August 2, 1988, to March 1, 1989. <br /> <br />City Manager Brown reported that, as a result of Council's February 23rd (1988) <br />authorization and the findings of a special study committee, five proposals <br />have been received for the conduct of a "Joint City/County Needs Assessment <br />Study for Detention Facilities" and that, of these five proposals, the <br />committee recommends that Council accept (as did the Henry County Board of <br />Supervisors on July 25, 1988) the proposal submitted by Sherertz, Franklin, <br />Crawford, Shaffner, Inc., of Roanoke, Virginia, for a fee not to exceed <br />$38,500.00 (unless otherwise authorized), plus estimated reimbursable expenses <br />of $7,000.00, to perform "Predesign Services" set forth in Part 1 and Appendix <br />"B" of the proposed contract. Mr. Brown indicated that, through contingency <br />funds and budgeted funds in the current Prison Farm budget, the City's one- <br />half share (or $22,750.00) of the SFCS proposal can be financed without <br />additional appropriations. In discussing this proposal and its scope, <br />Councilman McClain took exception to that section of the proposed contract or <br />agreement with SFCS which read, "Part 2 -Design, Bid, and Construction <br /> <br /> <br />
