TUESDAY, JULY 26, 1988 <br /> <br />professions, posed the question as to how the City (or Council) can finance a <br />net cost to the City of $15,000.00-to-$17,000.00 per year for the first three <br />years when "not in the budget" and when the City (or Council) did not finance <br />or appropriate $4,000.00, as recently requested, for a neighborhood playground <br />for children in the Sellers Street area. Mr. McClain also inquired as to why <br />the cost of improvements, as hereinbefore cited, for which the City is to be <br />reimbursed over three years, should be interest-free. Councilman Groden <br />stressed the need for the City to control downtown parking as well as the need <br />for the City to "think Downtown" more than ever before. Other members of <br />Council indicated support of the proposed lease agreement, describing it as an <br />investment in the downtown area and its future. Again, Mr. McClain stated that <br />he is in accord with the intent and purpose of the agreement but. noted that his <br />problem lies with (the sometime practice of) committing the City to expending <br />monies for which funds have not been appropriated or budgeted. A motion, duly <br />seconded, to authorize City Manager Brown to execute the proposed agreement <br />(with GBG Enterprises, Inc.), as presented, carried by a vote of four-to-one <br />(Mr. McClain voting against the authorizing motion for reasons already stated).~ <br /> <br />Council unanimously recommended that the West Piedmont Planning District <br />Commission "make a favorable comment" in a WPPDC Clearinghouse Procedure on an <br />application submitted by the Virginia Department of Transportation for Federal <br />funding of a project entitled, "Statewide 105 Program of Projects - Fiscal Year <br />1989". <br /> <br />After receiving a report from City Treasurer John W. Bouldin, Jr., listing <br />delinquent property taxes due the City as of June 30, 1988, consisting of <br />$319,055.95 real estate taxes (including penalties and interest to date, for <br /> <br /> <br />
