TUESDAY, JULY 26, 1988 Whether the issuance of said permit would conflict with any other use of City property already scheduled at the time of the application for said permit. If the City Manager, upon consideration of the foregoing factors, and of any other special factors or other circumstances arising from the permit application in question, is satisfied that the issuance of said permit shall be for the betterment of the City, then he shall issue same.' By means of the following resolution, unanimously adopted, Council authorized and directed City Attorney Worthy to apply to the United States Department of Justice for approval of additional voter registration hours and sites proposed by the City's General Registrar, as set forth in said resolution: BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session held on July 26, 1988, that the City Attorney be, and he hereby is, authorized and directed to apply to the Civil Rights Division, U. S. Department of Justice, Washington, D.C., for approval of the following voting changes whereby the Office of the General Registrar, City of Martinsville, Virginia, in addition to being open during its regular hours of business, will conduct voter registration in the City of Martinsville prior to the presidential election to be held on November 8, 1988, at the following times and places: Saturday, August 27, 1988 Starling Avenue Pharmacy Memorial Boulevard 10:00 AM - 4:00 PM Saturday, September 10, 1988 Kroger's Commonwealth Boulevard 10:00 AM - 4:00 PM Thursday, September 15, 1988 Martinsville High School Commonwealth Boulevard 8:00 AM - 3:00 PM Saturday, September 24, 1988 Patrick Henry Mall East Church Street 10:00 AM - 4:00 PM Saturday, October 8, 1988 Registrar's Office City Hall 55 West Church Street 9:00 AM - 5:00 PM
