TUESDAY, JULY 26, 1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, July 26, 1988, in <br />the Council Chamber, City Hall, beginning at 7:30 P.M. All members of the <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, ~ice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, followed by the extending by Mayor Oakes of a cordial <br />welcome to visitors present, Council approved of the minutes of its regular <br />meeting held July 12, 1988, as recorded. <br /> <br />Mr. Robert S. Martin, of 104 Massey Street, appeared bef0reCouncil and <br />inquired as to why he should receive "clean-up" notices (as he recently did <br />from the City's Department of Public Works, under Section 13-37 of the City <br />Code which pertains to excessive growth of grass, weeds, etc., on vacant <br />properties) for three of Mr. Martin's lots on Sellers Street when, according to <br />Mr. Martin, there are other properties in violation of said Section 13-37 whose <br />owners, apparently, have not been so cited. Council referred this inquiry, in <br />consultation with Mr. Martin, to City Manager Brown. <br /> <br />Mr. William F. Stone, Jr., Attorney at Law and Counsel for Mrs. Evelyn H. <br />Stone, appeared before Council and informed the Council that it is not likely <br />that a satisfactory agreement can be developed between Mrs. Stone and the <br />Stockton Brothers for use of the entrance off North Moss Street to an alleyway <br />(a portion of which Mrs. Stone has requested be vacated and abandoned) <br />extending eastward between Mrs. Stone's lots fronting the south side of Fayette <br />Street and the north side of West Main Street, which agreement (as recommended <br />by the Planning Commission) was made a part of Council's June 14th action (see <br /> <br /> <br />
