TUESDAY, JULY 12, 1988 <br /> <br /> ADDENDUM <br /> <br /> ORDINANCE NO. 88-7 ' <br /> <br />IMPOSING A SPECIAL TAX ON CONSUMERS OF TELEPHONE SERVICE <br /> <br /> For An Enhanced (E911) Emergency Telephone System <br /> <br />WHEREAS, the County of Henry and the City of Martinsville, both in the <br />Commonwealth of Virginia, have agreed to establish an Enhanced E911 <br />Emergency Telephone System, hereinafter referred to as E911, to serve <br />the citizens of the two jurisdictions; and <br /> <br />WHEREAS, Central Telephone Company of Virginia can--and will--provide <br />central office equipment and service which will permit such a system <br />to be established and maintained; now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session held July 12, 1988, pursuant to Section 58.1-3813 <br />of the CODE OF VIRGINIA (195'0, and as amended), as follows: <br /> <br />There is hereby imposed a special tax on Martinsville consumers of <br />telephone service in the amount of seventy-two cents (72¢) per month <br />for each access line. Said special tax hereby imposed shall be first <br />utilized solely for the initial capital, installation, and maintenance <br />costs of the E911 Emergency Telephone System. This levy shall be <br />reduced when the capital and installation costs have been fully <br />recovered to the level necessary to offset recurring maintenance costs <br />only. Said levy shall apply to all telephone service bills rendered <br />on and after August i, 1988, but shall not apply to federal, state, or <br />local government agencies. <br /> <br />BE IT FURTHER ORDAINED by said Council that the following definitions, <br />as set forth in cited Section 58.1-3813, are hereby adopted and <br />incorporated into this ordinance: <br /> <br />E911 System. A telephone service which utilizes a <br />computerized system to automatically route emergency <br />telephone calls placed by dialing the digits "911" to the <br />proper public safety answering point serving the County of <br />Henry and the City of Martinsville. The E911 system <br />includes selective routing of telephone calls, automatic <br />telephone identification, and automatic location <br />identification performed by computers and other ancillary <br />control center communications equipment. <br /> <br /> <br />
