TUESDAY, JULY 12, 1988 <br /> <br />Public Safety Answering Point. A communications facility <br />operated on a 24-hour basis which first receives Egll calls <br />from the persons in an E911 service area and which may, as <br />appropriate, directly dispatch public safety services or <br />extend, transfer, or relay E911 calls to the appropriate <br />public safety agencies. <br /> <br />Public Safety Agency. A functional division of a public <br />agency which provides fire-fighting, police, medical, or <br />other emergency services or a private entity which provides <br />such services on a volunteer basis. <br /> <br />Access Line. Access by customer to total telephone net- <br />work. The levy shall apply to each access line separately. <br /> <br />BE IT FURTHER ORDAINED by said Council that it shall be the duty of <br />every seller or provider of telephone service to purchasers or <br />consumers of telephone service within the City of Martinsville to <br />bill and collect this levy on each bill rendered by it. Such seller <br />or provider shall report to the Commissioner of the Revenue of the <br />City of Martinsville the tax revenue during each calendar month and <br />shall remit the tax collected to the City Treasurer of the City of <br />Martinsville on or before the last day of each month for taxes <br />collected for the prior month. <br /> <br />Such seller or provider shall keep complete records showing all <br />purchases of telephone service to--and by--consumers in the City of <br />Martinsville, which records shall show the dates of service, the <br />dates of billing, the dates of payments thereof, and the amount(s) of <br />tax imposed hereunder. Such records shall be available for <br />inspection by duly-authorized agents of the City of Martinsville at <br />reasonable times. <br /> <br />BE IT FURTHER ORDAINED by said Council that the tax collected is <br />hereby appropriated for the initial capital, installation, and <br />maintenance costs of the E911 system and the City Treasurer shall <br />forthwith pay to the Martinsville-Henry County Joint Dispatch Center <br />all levies collected and remitted from providers or sellers of <br />telephone service. <br /> <br />BE IT FURTHER ORDAINED by said Council that an emergency exists and <br />that this ordinance shall be in force on and after August 1, 1988. <br /> <br /> <br />
