388 .. <br /> <br />TUESDAY, JULY 12, 1988 <br /> <br />In response to a recent request from Councilman Cole (that current and future <br />refuse/waste problems and anticipated costs be considered by Council as a <br />specific item on the agenda of one of its regular meetings, inasmuch as Council <br />has not as yet considered in regular meeting City Manager Brown's proposal, <br />made a part of his 1988-89 Budget Message, that the City impose a monthly fee <br />for the collection/disposal of refuse and waste), Mr. Brown noted that new <br />(and, perhaps, more restrictive) Federal-State regulations on waste collection/ <br />disposal appear to be in the offing and that he will be reporting thereon to <br />Council as soon as the new regulations are developed and become available. <br /> <br />Council acknowledged receipt of the following staff reports, generally being in <br />response to queries and/or requests from members of Council: <br /> <br />Budgeted line-item appropriations for travel expenses for the <br />fiscal years 1984/85 through 1988/89; <br /> <br />The possible long-term solution to removing industrial traffic <br />(generated by a Pannill Knitting Company plant located at the <br />end of Roy Street) from nearby residential areas, which might <br />be in the form of a new industrial access road extending some <br />1,200 feet from Lavinder Street through or near Mr. W. Lee <br />Hussey's properties, which road (exclusive of right-of-costs) <br />is estimated to cost $82,550.00, with this or some solution <br />being supported by Mr. & Mrs. Bobby J. Pinkard, who reside at <br />208 Park Street and were present at this meeting; <br /> <br />Maintenance duties being performed by the City, and the costs <br />thereof, at English Field pursuant to the City's agreement with <br />the Martinsville Phillies/Appalachian League professional <br />baseball organizations; and <br /> <br />The status of a court case involving Mr. Alvie Roy, former <br />Prison Farm Superintendent, now in a "pre-trial hearing" stage. <br /> <br />Council referred to City Manager Brown (for investigation and "resolution") the <br />'concerns expressed by Mr. & Mrs. Bobby J. Pinkard, of 208 Park Street and <br />present at this meeting, with the condition of next-door property (believed to <br /> <br /> <br />
