TUESDAY, MAY 3, 1988 <br /> <br />employees who, when employed, 'were ineligible for life insurance afforded under <br />the Virginia Supplemental Retirement System. <br /> <br />After opposition by the City Manager to Councilman McClain's motion (seconded <br />by Councilman Groden) that the sum of $25,100 be eliminated from the FinanCe <br />Department 1988-89 budget request (for hand-held meter reading devices), ~ith <br />the Manager suggesting that the Council (if the Council will not leave the <br />responsibility to him) cite the specific items and amounts by which his <br />recommended budget shall be reduced, Mr. McClain (with Mr. Groden's <br />concurrence) withdrew said motion. <br /> <br />Councilman McClain then introduced his motion, seconded by Councilman Groden, <br />that the Manager be requested to reduce proposed 1988-89 expenditures by the <br />sum of $110,000 (in addition to those amounting to some $190,000 accepted by <br />Council earlier in this meeting) to achieve an estimated General Fund surplus <br />of $300,000 at June 30, 1989. In the discussion of this motion, Council <br />indicated that, upon receipt of a listing of these additional reductions, it <br />will ask for no more reductions or changes. Council also indicated that the <br />Manager may apply the reduction(s) of $110,000 anywhere he chooses and not be <br />limited to the General Fund. The motion carried by a vote of three-to-two <br />(Mayor Oakes and Councilman Cole voted against the motion). <br /> <br />Responding to a question pertaining to his prepared statement (hereinbefore <br />made a part of these minutes), Councilman McClain expressed his opinion that <br />dollars (monies) spent by both the City School Board and the City <br />administration are not being "squeezed" and only when they are should <br />consideration be given to increasing taxes.
