Total 1988-89 cost of 1% in all salaries-wages for all school <br /> system personnel: $75,273.00; <br /> <br />Estimated average annual salary for all 217 full-time <br />equivalent certificated instructional personnel for 1987-88 <br />will be $27,012.00 and the required minimal average annual <br />salary for such personnel for 1988-89 will be $29,710.00 and <br />for 1989-90 $31,493.00; if less, there can be a "loss" in <br />State funding: <br /> <br />The beginning annual salary for new teachers in 1987-88 is (or <br />was) $18,200.00, which is being exceeded in 1988-89 by <br />beginning salaries in surrounding school divisions, with the <br />exception of Patrick County; and the highest local teacher <br />salary for 1987-88, including summer school and coaching <br />stipends, is $39,516.00; and <br /> <br />The proposed 1988-89 School Budget reflects: 5.2% increase over 1987-88; <br /> 8.2% increase in net local cost over 1987-88; <br /> 7.3% average increase in teacher salaries; <br /> 6.0% average increase in differentiated salaries <br /> for all other personnel; <br /> 91.2% in personnel costs; and <br /> 8.8% in non-personnel costs. <br /> <br />Dr. Calkins also informed Council that preliminary procedures are underway to <br />develop a renovation plan (and to determine the estimated cost) for the <br />Martinsville Junior High School, that consideration is being directed toward the <br />eventual removal of asbestos from City school buildings, and that (through the <br />City's state legislators, aided by City Manager Brown and other interested <br />officials and citizens) efforts are being exerted to reverse the penalization of <br />Martinsville, (inherent in the State Department of Education's and/or the State <br />of Virginia's funding formulae for public education), because of several <br />factors, including erroneous State income tax data relating to Martinsville's <br />local effort. Additional discussion of this subject matter pointed to <br />intentional shifting by the State Department of Education and/or the Virginia <br />General Assembly of the cost burden (of providing public education) to the local <br />governments. <br /> <br /> <br />
