These changes <br />have had a devastating effect on Martinsville's share of the cost <br />of the Standards of Quality. Any costs beyond the Standards of <br />Quality must also be paid for by Martinsville. Martinsville's <br />index is subject to unfair conditions such as the inclusion of <br />income of out-of-state residents in Martinsville's ability to <br />pay. The next biennium has produced circumstances that will <br />significantly and drastically increase the costs of public <br />education in Martinsville through no fault of the School Board or <br />the City Council. <br /> <br />Enclosure E: Expenditures of Unexpended 1987-88 Appropriations <br /> <br />It is estimated that there will be $44,500 in unexpended <br />appropriations in the 1987-88 school budget. These funds will be <br />expended in order to reduce requested appropriations in the' <br />proposed 1988-89 school budget. <br /> <br />Enclosure F: Martinsville City School Board Budget Proposal <br /> 1988-89 <br /> <br />The final status of the 1988-89 school budget and updated <br />revisions of the 1987-88 school budget are summarized on this <br />enclosure. The school years 1979-80 to 1988-89 are covered in <br />this summary.
