TUESDAY, APRIL 12, 1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with MayOr L. D. Oakes presiding, was held Tuesday, April 12, 1988, <br />in the Council Chamber, C~ty Hall, beginning at 7:30 P.M. A1 members of the <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; <br />William C. Cole, Jr; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and a cordial welcome extended by Mayor Oakes to visitors <br />present, Council unanimously approved--as recorded--the minutes of its regular <br />meeting held March 22~ 1988, and of its special meeting held March 30, 1988. <br /> <br />A group of local citizens, whose spokesperson was Mrs. Nancy Price Davis, <br />appeared before Council and registered their protest against any increase in <br />local taxes or in rates for services, including utility services, and/or the <br />imposition of a refuse collection service fee, all of which CityManager Brown <br />suggested (as additional sources of income) in his Budget Message accompanying <br />his recommended City Budget for the fiscal year beginning July 1, 1988. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on <br />the Family YMCA, s application for a Special-Use-Permit for a proposed <br />YMCA-Community Center at 3 Starling Avenue. Representing the applicant were <br />Messrs. Rayford B. Smith and David W. Reeves, whose firm (Smith &-Reeves, <br />Architects-Engineers) has been retained by the applicant for the proposed <br />project. After some discussion as to the effect of proposed variances (to be <br />made a part of the permit, if issued) upon adjoining property and Mr. Tom <br />Leath's query regarding noise levels which might be objectionable and noting <br />that no objections have been registered to the issuance of such a permit, <br /> <br /> <br />
