WEDNESDAY, MARCH 30, 1988 <br /> <br />sewage treatment plant, a proposed "first,time" contribution of $5,000.00 to the <br />Piedmont Arts Association(which will enable that organization to apply for and <br />receive "matching" funds from another source), a contribution of $30,000.00 (per <br />year for ten years) to the new Family YMCA to be constructed at 3 Starling <br />Avenue, $12,140.00 to purchase 40 Beretta 9mm semi-automatic weapons for Police <br />personnel (a demonstration of the gun being given by Police Sgt. Charles E. <br />Long), prisoner detention facilities, $36,000.00 to bring off-street parking <br />facilities up to standard, $16,000.00 for a feasibility study for a suggested <br />multi-purpose center (building), projected reduction in Electric Fund revenue <br />(sale of electric energy) as a result of a reduction by Appalachian Power <br />Company in its retail rates (which the City parallels) and a reduction in <br />industrial electric energy consumption (all of this being off-set only partially <br />by a wholesale rate reduction being reflected in the City's cost of purchased <br />power), a 5% across-the-board cost-of-living ($350,864.00) wage/salary increase <br />for all personnel under the City Manager's jurisdiction, plus an estimated <br />payroll cost of 1% for merit and longevity, and a pay-range reclassification for <br />two employees (one in Housing Services and one in Public Works). <br /> <br />Membersof Council then inquired into--and/or commented on--many of the <br />foregoing items as well as such other items or related matters as the effect of <br />real estate reassessments, basis for payments to employees who use their <br /> <br />personal motor vehicles on and for "City business" expenditures for the City's <br /> , <br /> <br />data-processing system, expenditures for the City's Safety Program, the Police <br />Department's Health Care/Weight Program, the cost of mandated physical <br />examinations for Fire Department personnel, the street construction program, <br />matters relating to the operation of the City's constitutional offices, the <br />proposed purchase of snow removal equipment (to cost $20,000.00) for the Blue <br />Ridge Airport, the City's hydro-plant generation production compared to total <br /> <br /> <br />
