TUESDAY, FEBRUARY Z3, 1988 <br /> <br />fields of prisoner detention facilities and designs as well as with Virginia <br />requirements, funding means, and costs) to perform a Facility Needs Assessment <br />for the Confinement of Inmates (prisoners) for both the City of Martinsville and <br />the County of Henry, noting that both jurisdictions' present detention <br />facilities (i.e., jails) are generally overcFowded, sometimes as a result of <br />reported overcrowding within the State of Virginia's penal system to which many <br />prisoners are sentenced. Said assessment is to include, also, the City's Prison <br />Farm which has been recently cited as being "deficient" in some areas as to its <br />detention facility. <br /> <br />Council acknowledged receipt of a financial report, prepared by Finance Director <br />Richard D. Fttts, for the period ended January 31, 1988. <br /> <br />Mayor Oakes commented on a recent VML legislative meeting which he, Vice-Mayor <br />Willjams, and City Manager Brown attended, which emphasized the adverse effect <br />upon Martinsville and other like communities a proposed public education funding <br />formula would impose and, too, the reported shortfall in State funding for <br />social services programs, some of which are mandated. To express the City's <br />continuing concern in these matters, Vice-Mayor Willjams and City Manager Brown <br />indicated that they will be attending a "rally" in Richmond on February 25th. <br /> <br />Responding to a recent inquiry from Councilman Cole, City Manager Brown reported <br />that checks delivered or mailed to the City Treasurer's office in payment of <br />local service charges and/or taxes are being deposited in a timely manner by the <br />Treasurer. Also mentioned by Mr. Brown was a Water Resources Study/Seminar <br />about which Mr. Cole recently inquired. <br /> <br /> <br />
