TUESDAY, FEBRUARY 23t1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, February 23, 1988, <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members'were <br />present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; William C. <br />Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />Following the invocation and Mayor Oakes' cordial welcome extended to visitors <br />present, Council approved--as recorded, with one small correction--the minutes <br />of its regular meeting held February 9, 1988. <br /> <br />City Manager Brown, assisted by Mrs. Rebecca Miller, Housing Services Director, <br />Mr. Leon Towarnicki, Public Works Director, and Mr. Dennis Carney, City Planner, <br />reviewed with Council a Planning Study-Program Design developed and recommended <br />by the City's administrative staff for a proposed rehabilitation of qualifying <br />properties, plus certain public works improvements, in an area bounded on the <br />east by North Moss Street, on the northeastby Townes Avenue, on the northwest <br />by a section of Market Street, onthe north and northwest by Fayette Street to <br />its intersection with West Church Street (at Memorial Boulevard), and then on <br />the south side by West'Church Street from Fayette Street eastward to North Moss <br />Street, point of beginning, all of which consists of the boundaries of what was <br />described as the "target area". Costs for the following phases of the total <br />rehabilitation project, and the financing thereof, were listed as follows: <br /> <br /> <br />
