TUESDAY, FEBRUARY 9, 1988 <br /> <br />raised the question as to why, seemingly "all of a suddenn, this matter has just <br />been brought to Council's attention; however, Mr. Cole indicated that he does <br />not consider it "unusual to add to or subtract from" the City budget at any time <br />during any fiscal year. Mr. Cole then offered his motion, seconded by <br />Vice-Mayor Willjams, that Council accept the Manager's recommendations in this <br />matterand appropriate the requested funds (from General Fund surplus) in the <br />total amount of $17,300iO0~ The motion was carried by a vote of four-to-one, <br />with Councilman McClain voting against the motion for the reasons he previously <br />set forth. Following this action, Councilman Cole, inquiring into the Norfolk & <br />Western Railway's (Norfolk-Southern Railway's) responsibility at crossings, such <br />as the railway crossing at. the entrance to the W. M. Bassett plant, suggested <br />that City Manager Brown ask the railway company to require more reduced speeds <br />(at this and other crossings within the City) for its trains than.may be allowed <br />by regulatory authorities. <br /> <br />Through information recently received from the Virginia Municipal League and <br />through a presentation by Mrs. Pat Conrad, Director of the City's Social <br />Services Department, Council was apprised of a projected shortfall of $3°5 <br />million in the State of Virginia's funding of social services activities during <br />the current fiscal year. As a result, Mrs. Conrad projected a deficit of <br />$125,000.00 in her departmental budget for 1987-88, aside from the fact that the <br />State's failure to approve her proposed 1987-88 budget in the areas of <br />eligibility-and-benefit program administration, as previously approved by City <br />Council, resulted in the elimination of a 5% "COLA" in departmental salaries in <br />an effort to maintain 1987-88 client services.
