TUESDAY, FEBRUARY 9, 1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, February 9, 1988, <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of the <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; <br />'William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br /> After the invocation and Mayor Oakes' cordial welcome extended to visitors <br /> present~ Council unanimously approved--as recorded--the minutes of its regular <br /> meeting held January 26, 1988. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on a <br /> <br />proposal (which, by a majority vote, the Planning Commission recently <br /> <br />recommended "against") that the City's Land Use Plan be amended to the extent <br /> <br />that an area consisting of properties fronting the south side of East Church <br /> <br />Street, between Church Street Extension and Booker Road, be designated for <br /> <br />professional usage (said area heretofore being designated for residential <br /> <br />usage). There being no objections registered by any citizen to this proposal, <br /> <br />Mayor Oakes declared the public hearing closed. Vice-Mayor Willjams then <br /> <br />offered the following prepared statement: <br /> <br />Several weeks ago, I made a motion to the effect that the City's <br />Land Use Plan not be changed (as now proposed), my reason being <br />that the Planning Commission, after having given this proposal <br />much study and consideration, recommended that the area remain <br />designated for residential use. Certainly, the Commission has <br />much more expertise than I in such matters. Accordingly, at that <br />time, I offered my motion that Council accept the Commission's <br />recommendation. Listening to the "pros" and "cons" since then <br />and examining intensely the situation, I now believe that P-2 <br />zoning in that area would best serve our needs and desires, <br />particularly inasmuch as P-2 zoning will not affect the <br />residences in the area. Therefore, I move that the land-use <br />designation be changed from residential to professional. <br /> <br /> <br />
