TUESDAY, JANUARY 26, 1988

A regular sFmi-monthly meeting of the Council of the City of Martinsville,
Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, January 26, 1988,
in the Council Chamber, City Hall, beginning at 6:45 P.M. All members of the
Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor;
William C. Cole, Jr.; Alfred T. Groden; and Allan McClain.

Preceding the invocation, a moment of silence was observed for silent prayers in
memory of The Honorable W. C. ("Dan") Daniel, who died unexpectedly on Saturday,
January 23, 1988, and whose funeral on Tuesday, January 26, 1988, several
members of Council and other officials from the City attended in Danville,
Virginia. Mr. Daniel represented Martinsville and the Fifth Congressional
District in the United States Congress (House of Representatives) for almost
twenty years and was held in great esteem not only by his constituency but also
by his fellow-Congressmen and by all who know him.

Council unanimously approved--as recorded--the minutes of its regular meeting
held January 12, 1988.

A citizen's inquiry, as towhen a sidewalk might be constructed along the
"Koehler Hill" road (being an extension of West Fayette Street), was referred to
City Manager Brown for a response.

City Manager Brown introduced Mrs. George D. Pollard, of the General Joseph
Martin Chapter of the Daughters of the American Revolution ("DAR"), Mrs. Elmer
S. Tudor, of the Patrick Henry Chapter of the DAR, and Mr. Brown's wife, Mrs.
