WEDNESDAY, JANUARY 6, 1988 <br /> <br />(i.e., $140.00 per meeting attended for a maximum of thirty paid meetings per <br />year). During the discussion of the proposed ordinance, reference was made to the <br />fact that the last adjustment in the compensation of members of Council (to the <br />current rate) was made in 1970 as well as to the fact that the proposed <br />compensation would not be "out of line" with compensation currently paid members <br />of governing bodies of other Virginia cities whose populations are near the size <br />of Martinsville's population. Reference was also made to an estimate that, <br />applying the time each member of Council devotes to "City business", the current <br />rate of compensation "converts" to approximately $1.00 per hour. Meanwhile, <br />Councilman Cole revealed that when he first became a candidate for membership on <br />City Council he did no know that some remuneration "went with the job"; rather, he <br />considered (and still considers) this type of public service as being its own <br />reward and, therefore, first indicated that he could not support the proposed <br />ordinance; however, after further discussion and Councilman McClain's motion <br />(seconded by Councilman Groden) that the ordinance, as presented, be adopted, <br />Councilman Cole joined with his fellow-members in unanimously adopting the <br />ordinance, with the emergency clause attachedr The adopted ordinance follows: <br /> <br /> ORDINANCE NO. 88-1 <br /> <br /> AN ORDINANCE establishing the annual salaries of the Hayor and <br /> Council Members beginning July 1,1988. <br /> <br /> WHEREAS, Section 14.1-47.2, Code of Virginia (1950), as amended, <br /> authorizes this Council, notwithstanding any contrary provision of <br /> law, general or special, to set annual salaries by ordinance for the <br /> Mayor and each member of Council not to exceed $7,000 for the Mayor <br /> and $6,500 for Councilmen per year,' and this Council is desirous of <br /> exercising this authority; now, therefore, <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br /> in special session assembled January 6, 1988, that the annual <br /> salaries of the Mayor and each member of Council shall be as follows: <br /> <br /> <br />
