474 <br /> <br />TUESDAY, OCTOBER 9, 1990 <br /> <br />questioning whether those laws are the best approach to <br />a problem of society. The distinction is a vitally <br />important one to me, and I want to make that distinction <br />perfectly clear. Thank you. <br /> <br />Councilman Oakes stated that he.had been contacted by a number of <br />.citizens-since Mayor McClain had made a statement in favor of the <br />legalization of certain drugs and that very few were in agreement <br />with the Mayor's position. Councilman Williams said that he felt <br />--the-Mayor's statement was inappropriate at the time, but that he <br />-believed everyone is entitled to voice their opinions. Upon <br />motion, duly seconded, and by unanimous vote, Council adopted the <br />following-Resolution: <br /> <br /> WHEREAS, at the November 6, 1990 election, the voters of <br /> ~Virginia are being asked whether they approve amending a <br /> provision of the Constitution so that the General <br /> Assembly will be able to exclude from the Literary Fund <br /> the .proceeds from the sale of property seized and <br /> forfeited in connection with drug law violations; and <br /> <br /> WHEREAS, the proposed Constitutional Amendment would <br /> reduce the Literary Fund's total receipts by less than <br /> two-tenths of one percent; and <br /> <br />.... WHEREAS, the Drug Task Force of' Martinsville-Henry <br /> -County, Inc. has-asked City Council to endorse this <br /> amendment; and <br /> <br />WHEREAS, the funds received from the sale of property <br />seized and forfeited in connection with drug law <br />violations should be dedicated to law enforcement; now, <br />therefore, '~ <br /> <br />BEI IT RESOLVED by the Council of the ~City of <br />Martinsville, Virginia in regular session assembled <br />October 9, 1990 that it does hereby endorse and support <br />proposed Constitutional Amendment 2; and <br /> <br />BE IT FURTHER RESOLVED that it urges all citizens to <br />support this Constitutional Amendment. <br /> <br /> <br />
