In addition to the above street and highway projects, consider-
able funds were expended in revitalizing the Central Business
District (CBD) related to the Streetscape Plan and program
including the development of valuable parking facilities in all
areas of the CBD.

COMMUNITY FACILITIES AND SERVICES

The City has responded as need~d~t6~his"element of the Comp~e~
hensive .Plan in a very positive manner. The following is a
short commentary regarding a number of community services and
facilities provided in the City:

Police Protection

The City's Police Department has over the years provided first-
class service to the community. However, it was recognized that
a need for additional law enforcement had developed, therefore,
upon recommendation of the City Manager and Police Chief,
Council authorized the expansion of the Police force by adding
two new officers along with the needed equipment. This action
will add considerably to our current efforts to provide the
needed law enforcement in the community. We are confident that
problems involving drug abuse and behavorial problems will be
addressed in a meaningful way through this expansion.

It is recognized that our community, along with most communi-
ties, is experiencing a crime problem and the City has made a
strong effort to respond to this situation. It has been recog-
nized by all concerned that drugs contribute heavily to the
total crime problem. Council's action in creating the Drug Task
Force was a very positive move in addressing the overall crime
problem. Both Martinsville and Henry County governments are
committed to the work of the Task Force and of providing the
funding as needed in an effort for this agency to be an effec-
tive force in fighting crime in the community. This group is
very active in many areas of the community involving education,
law enforcement and rehabilitation. We feel certain that much
good will come from the work of the Task Force.

Fire Protection

The City has a well-staffed and equipped Fire Department that
provides excellent fire protection for our community. Council
is committed to this service and the recent addition of the new
$403,000 ladder truck is an example of that commitment.

Hospital and Health Services

The local hospital has continually met the community's needs and
has recently had an expansion that will provide improved ser-
vices for citizens of the community.

In addition, a new nursing home has been constructed off Church
Street which is situated on land that was sold by the City for
this specific purpose, recognizing the important of meeting this
type community need.
5
