TUESDAY, OCTOBER 9, 1990 <br /> <br />Preston <br /> <br />Mr. Erwin Katz appeared and reminded Council of his continuing <br />interest in providing paid paramedics for the rescue squads. <br /> <br />Council conducted a public hearing on a request by Christins M. <br />Bennett and the City of Martinsville to rezone Lots 19, 20, 21 and <br />22 located on the north side of Starling Avenuelf~om P-2 <br />Professionaland R-6 Residential to C-iA Commercial. Mr. Eugene <br />Jones, ·Chairman of the Board of Wesley Memorial United Methodist <br />Church (owner of lots 19, 20 & 21), and Reverend Robert J. <br />Donnelly, Pastor of the Church, spoke against the rezoning request. <br />Mr. Homer A. Croom, owner of property at 8031Starling Avenue, and <br />Mr. David Reeves, owner of property at 411 Starling .Avenue, also <br />spoke against the rezoning. Ms. Christins Bennett, owner of Lot <br />22, stated thatthe proposed use of the property, a photo finishing <br />shop·, would not be detrimental to the neighborhood. Ms. Bennett <br />introduced Ms. Aleen ·Wilson, who would.be the tenant =of Ms. <br />Bennett's property if the proposed rezoning were approved. Ms. <br />Bennett.stated that .the photo finishing business Icould not be <br />conducted in the P-2 District since it was proposed to conduct more <br />than 15% of its business as retail sales. Councilman Adams <br />suggested that the staff and Planning Commission examine amending <br />the Zoning· Ordinance in order to add the proposed use of the <br />property to the P-2 Professional District. Upon motion, duly <br />seconded and by ~unanimous vote, Council denied the ~rezoning <br /> <br /> <br />
