Brown, City Manager. <br /> <br />SUBJECT: <br /> <br />Update Response to Rating Guide and Editorial Comments <br /> <br /> During the ~September 25, 1990, meeting of City. Council Mayor <br /> McClain requested that I prepare a report regarding actions that <br /> are being taken to addreSS issues noted in an Editorial in the <br /> Martinsville Bulletin dated September 16, 1990. Several members <br /> 'of Councilalso requested'that the report be expanded to include <br /> issues.which were raised in the City Manager'sevaluation of the <br /> Rat=in~'Gui'de"t6 Life in America's Small Cities. <br /> <br /> The mOs~ <br /> · ;feasible method of addressing overall community pro- <br /> blems and needs on a continuing basis is through the comprehen- <br /> sive planning process which generally contains elements that <br /> should address every major aspect and concern of the community. <br /> Martinsville has been involved in the comprehensive planning <br />_.process for~many years. This resulted in the development of a <br /> very*detailed ComprehenSive Plan some years ago which has been <br /> reviewed~ as required by law, every five years and updated as <br /> deemed appropriate. The Martinsville Comprehensive Plan <br /> included the following elements: Population and Demographic <br /> Analysis; The Economy; Housing Analysis; Housing Improvements <br /> ..and Assistance Plan; Transportation Plan; Community Facilities <br /> ~'and~SerViceS (includes Schools); Utility Facilities; Land Use <br /> .~. Plan;~Goals,. Policies, Implementation; and Capital Improvements <br /> Program. <br /> <br /> The Plan also discusses'Natural Conditions of the area such as <br /> .Ai~=.Quality, Climate, Soil Types, Flood Plains, Topographic/ <br /> S'lop~ Characteristics, and Geology. <br /> <br /> A~sumi~g'that all of the above elements of comprehensive plan- <br /> ~i.ng are addressed properly, the needs, problems or deficiencies <br /> of the'~c6mmunity should be identified with goals and objectives <br /> beinglestablished to meet such needs. Therefore,-the matters <br /> d~sc~sSed in the Rating Guide, along with the issues set forth <br /> in the Editorial in the Martinsville Bulletin, are not new but <br /> are addressed in varying degrees in various elements of the Com- <br /> prehensive Plan.
