462 <br /> <br />TUESDAY,-SEPTEMBER 25, 1990 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsrills, Virginia, with· Mayor Allan McClain presiding, was <br />held Tuesday, September 25, 1990 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: Allan <br />McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; <br />L.D. Oakes; and ClydeL. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome <br />to visitors, Council approved the minutes of its September 14, 1990 <br />meeting as circulated. <br /> <br />Council considered approval, on first reading, of Ordinance No. 90- <br />12 amending Chapter 12, Motor Vehicles and Traffic, Article IV, <br />Stopping, Standing and Parking, Section 12-82, Four-Hour Limit on <br />Parking. in Free Spaces and Zones-and Time Limits Therein, of the <br />City Code° Mayor McClain, noting that City Manager Brown was .out <br />of town, read Mr. Brown's comments on this item from Council's <br />agenda packet. Mayor McClain. noted that Section 12-80 of the City <br />Code~·authorizes the Traffic Engineer to designate parking limits <br />along streets and in parking lots in the City and to erect signs <br />designating such parking limits, therefore, no amendment to the <br />Code is needed to change the parking limit in the lot in back of <br />Jefferson Plaza from 3 hours to a 1-hour limit. However, the <br />amendment as proposed is needed to prevent parkers from moving <br />their vehicles each hour to other spaces in this lot and thus park <br />all day in this lot.
