FRIDAY, SEPTEMBER 14, 1990 <br /> <br />MayOr Groden stated that he felt that when this issue arose earlier <br />in the year, the focus of the possible expansion was on addressing <br />the. drug problem and asked if adding two additional officers was <br />lenough. Mr. Brown and Chief Roop stated that this was the-primary <br /> <br />intention of the recommended plan and that~ although conservative, <br />Ithis approach should have an effect. In response to a question by <br />Mayor McClain, Mr. Brown stated that with the adoption of the <br />rezommended alternative, the current usage of additional overtime <br />expenses,would be alleviated. Also in response.to a question by <br />Mayor McClain, Chief Roop stated that the two additional.officers <br />requestedin the third alternative would be used in flexible shifts <br />in order to increase their effectiveness by responding.to specific <br />needs. Councilman Oakes asked if the new vehicle which was <br />proposed-=,in the third alternative could be eliminated and <br />.substituted~with a current police vehicle scheduled for <br />replacement. Mr. Brown and Chief Roop said that the vehicles which <br />are replaced have high mileage and recommended against such a <br />substitution. Councilman Oakes expressed concerns about the City's <br />financial position with the proposed addition of officers and <br />concurrent cuts in State funding and recommended that .,the City <br />Manager submit a plan for increased revenues and/or decreased <br />expenditures. Mr. Brown stated that he would develop a report for <br />Council's consideration after specific information is received from <br />the .State. Mr. Joe Finley expressed support for the. additional <br />police .officers. Upon motion, duly seconded,.andby.unanimous <br />vote, Council approved the. proposed expansion of the Police <br /> <br /> <br />
