TUESDAY, AUGUST.28, 1990 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was <br />held Tuesday, August 28, 1990 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: Allan <br />McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; <br />L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome <br />to visitors, Council approved the minutes of its August 14, 1990 <br />regular meeting as amended. <br /> <br />Council conducted a public hearing on a request by Theofilos <br />Balabanis for a Special Use Permit under Section VIII, Paragraph <br />C.a.9. of the City's Zoning Ordinance to permit the construction of <br />a Residential-Custodial Care Facility on Lot 2-A located northwest <br />of Eanes Street. In response to a question by Councilman Oakes, <br />Mr. Theofilos Balabanis stated that he hoped to begin construction <br />on the facility in October or November of 1990, with completion by <br />April 1991. In response to questions by Councilmen Oakes and <br />Adams, Mr. Balabanis stated that the facility would have 60 beds <br />and would charge a fee in the range of $30 per day. Ms. Jane <br />Patterson, 116 View Street and Mr. James T. Weaver, 1005 Liberty <br />Street, spoke in favor of the project. There being no other <br />persons present to comment, Mayor McClain declared the public <br />hearing closed. Upon motion, duly seconded and by unanimous vote, <br />Council approved the issuance of the Special Use Permit under the <br /> <br /> <br />
