TUESDAY, JULY 24, 1990
historically, street spaces are not accepted by the City for
-maintenance purposes until they have been improved to City street
standards. With respect to the unopened street space on C Street
(maintenance of which had been questioned by Councilman Willjams),
Mr.. Brown said that C Street was designated as a street prior to
adoptions-of the. Subdivision Ordinance and had not met the
requirements for adoption by the City for maintenance purposes
according to the rules for streets designated prior-~to the
Subdivision Ordinance. Councilman Williams said that the concern
of .the citizens surrounding the unopened section of C Street is
that the City can require them to maintain their property to
certain standards and yet the City allows.itsown property to
become overgrown. Mr. Brown said that if the City were to assume
responsibility for maintenance of unopened street spaces throughout
the City,-itwould be very expensive. City Attorney Worthy said
that the State Code provides that any street shownon a subdivision
map and properly recorded is the property of the City. Council
directed the City Manager and City Attorney to research the
ownership~of the.street space and to report back-.to Council at a

later meeting, ~ . ==~

Council acknowledged a report from the City Manager ~concerning
debris in front of the Goodwill Store on Church Street.,. Mr, Brown
reported that Goodwill had been sent an official notice to clean
up ~the.property as required by the City=~.Code,. ~ ~ ~1.
