City <br />Manager Brown explained that the rezoning was being requested so <br />that Mr. Balabanis can'proceed with plans to request a Special Use <br />Permit-to construct a residential care facility on the property. <br />Mr. Balabanis was present to support his request and introduced Mr. <br /> <br />Weaver, an adjoining property owner, whom Mr'. Balabanis said was <br /> <br />in favor of the rezoning. There being no further public comment, <br /> <br />Mayor Oakes declared the public hearing closed, and upon motion, <br />duly seconded, and by unanimous vote, Council approved the <br />'following Ordinance: · <br /> <br /> BE IT ORDAINED by 'the Council of the City of <br /> Martinsville, Virginia, in regular session assembled this <br /> twenty-sixth day of June, .1990, that the Zoning Map of <br /> the City of Martinsville,. Virginia, be--and is hereby-- <br />'amended to the extent that Lot 2-A located. on the <br /> northwest side of View and Eanes Street is herebyrezoned <br /> 'from R-9 Residential to R-6 Residential. <br /> <br /> BE IT FURTHER ORDAINED by said Council that, an emergency <br /> existing, this ordinance shall be in force on and after <br /> June 27, 1990. <br /> <br />Upon motion, duly seconded, and upon unanimous vote, Council <br />reappointed Mr. Roger Martin and Mr. Johnnie Jones tO three year <br />terms on the City School Board. ' <br /> <br />Council considered a request by the Martinsville City School Board <br />to file an application for a loan in tile amount of $253,306 from <br />the Literary Fund of Virginia to fund asbestos abatement at the <br />Martinsville Junior High School.
