TUES DAY, JUNE =~12, 1990 <br /> <br /> trimmings, <br /> other natural organic material; and <br /> <br /> WHEREAS, this aforesaid material is all biodegradable, <br />==~Irepresents some 20% of the solid waste stream, and if <br /> properly composted would decompose, creating no <br /> environmentally harmful side effects while contributing <br /> to solving the recycling requirements and conserving much <br /> needed space in the landfill; and <br /> <br />construction lumber, 'brush and tree stumps and <br /> <br /> WHEREAS, the.,~ new solid waste ' regulations, while <br /> environmentally sound, impose a drastic financial burden <br />.I_on the citizenry of the Commonwealth in the form of tax <br /> and/or landfill tipping fees to cover the cost of the new <br /> regulations; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Martinsville, Virginia, in regular session assembled on <br /> June 12, 1990, that said Council does request a change <br /> to ~the said regulations to permit the composting at <br /> landfill sites of grass clippings, leaves, tree <br /> <br />.I. trimmings, construction lumber, brush and tree stumps, <br /> thus promoting the recycling of natural biodegradable <br /> ..grass and tree products with the resultant conservation <br /> of landfill space; and <br /> <br />BE IT FURTHER RESOLVED by the Council that it requests <br />that any amount of waste processed through composting <br />count toward the recycling requirements; and <br /> <br />~BE'!IT FURTHER RESOLVED that a copy of this Resolution be <br />sent to the Governor, Lieutenant Governor, Members of the <br />General Assembly and the Department of Waste Management <br />urging their support for this change to the current <br />regulations <br /> <br />Council considered a request by the Patrick County Board of <br />Supervisors .expressing interestin exploring the feasibility of <br /> <br />establishing a regional landfill forthe City lofMartinsville and <br />the Counties of Henry and Patrick° Mr.I Brown stated that, while <br />~regionalapproach to many problems is desirable~'the solid waste <br />Study is nearly~complete and.therefore the'City and County should <br />proceed..~with~=the study as planned.-!Patrick"I..'County should be <br /> <br /> <br />
