378 <br /> <br /> TUESDAY,~JUNE 5, 1990 <br /> <br /> through passage of a franchise ordinance for additional-~ervices, <br /> establishing an EMS commission for planning review of services, <br /> administration of salaried staff-, and collection .of~ fees for <br /> service, organizing radio, fleet maintenance records, and training <br /> records in a computer system, routine analysis of statistics from <br /> 'the CAD system, compensation of medical directors, and improving <br /> the training in administration for volunteer officers of the <br /> squads. <br /> <br />In response to a question, Mr. Hunter explained that the Code of <br />Virginia-allows ~local governments to institute a franchise <br />ordinance in order to regulate new ambulance services.- This is <br />usually exercised to prevent boundary problems or toprevent <br />"wildcat" responseto ambulance calls. <br /> <br />In response to aquestion by Mayor Oakes, Mr. Hunter explained that <br />the problem of receiving a large percentageof non-emergency calls <br />is a national problem.~ Attempts to screen out these calls have not <br />been successful. <br /> <br />h responseto a question by Councilman Groden,~ MrS" Hunter <br />explained~that it is atypical in Virginia for volunteersrescue <br />squads to charge for services. However, =there are nonprofit <br />ambulance services in Virginia which do charge for services. Mr. <br />Hunter explained thatRAM is not recommending a chargeforservices <br />for the local rescue squads due to the strong tradition of free <br /> <br /> <br />
