366 <br /> <br />'~TUESDAY,='MAY 22. 1990 <br /> <br />of"theProgram as it is described"in *th~~ <br />attached Application Form LCG-1; and <br /> <br />Further accepts responsibility jointly with the <br />Martinsville-Henry County Clean Community <br />Commission and with the County of Henryland <br />Town of Ridgeway for all phases of the Program; <br />and <br /> <br /> Further accepts liability for its pro rata <br /> share of anyl funds not properly 'Used or <br />accounted for pursuant to the Regulations and <br /> the Application; and <br /> <br />Assures that said funds, when received, will <br />be transferred immediately to the Martinsville- <br />Henry County Clean Community Commissi6n and" <br />that all funds will be used in the Cooperative <br />Program to which 'we give our endorsement and <br />. Support; and <br />Hereby requests the Virginia Department of <br />WaSte Management, Division of Litter Control <br />and Recycling, to consider and approve the <br />Application and Program, said PrOgram being in <br />accord with Regulations governing use and <br /> expenditure of said funds. ~' <br /> <br />Upon motion, duly seconded, and by unanimous vote' Council approved <br /> <br />a one-year extension of a policy regarding the. extension of <br /> <br />w~ter/sewer lines into privately-owned property._: Mr. Brown said <br /> <br />that the projects which have been affected bY this policy were <br /> <br />underway or planned when the policy was adopted and would have <br /> <br />.proceeded whether or not the City had the policy.: Mr. Brown said <br /> <br />that he felt the policy did have a chance of Stimulating housing <br /> <br />d~velopment and that it should be extended· for another ..year at <br /> <br />which time it would again be reassessed. <br /> <br />Following questions by <br /> <br />Councilman Cole, Mr. Brown explained that the City·maintains the <br />water and sewer mains within the development area except for the <br /> <br /> <br />
