TUESDAY, MAY 22, 1990
funding past the time in which the City.'s budgetis prepared.
~ollowing a question by Mayor Oakes, City Manager Brown stated that
the program was funded in the amount of $20,000 during the.-current
fiscal year, the first year of funding by the City. Nancy Brammer,
Assistant Superintendent for Instruction, explained that the
program had traditionally been funded by grants, the Pittsylvania
County Community Action Agency and by support from local churches.
These sources are not available to fund the program this year. Ms.
Brammeralso.stated that local industry was approached for support,
but denied funding to theprogram. Councilman McClain asked if the
increased level of funding for the Head Start program would have
an impact on the P.A.T.T. program. Ms. Brammer reported that such
/funds may be available through the Pittsylvania County Community
Action Agency. Councilman McClain expressed theopinion that, if
Council appropriated full funding for the program at the current
time, the program's chances for achieving an outside grant may be
harmed. Upon motion, duly seconded, and by unanimous vote, Council
decided to take the request under advisement, with the
understanding that the School officials could approach Council at
a later time for a supplemental appropriation ifall possibilities
for outside funding are eliminated. Councilman Groden stated that
it should be understood that the program's supporters could return
to Council to make the request, but that 'there was no guarantee
Council would commit to funding the full cost of the program.
Mayor Oakes stated that he felt that the program should be funded
by the State and that the City did not have the funds.tosupport
