362 <br /> <br />T-UESDAY~ MAY 22, 1990 <br /> <br /> regular' semi-monthly meeting of the Council <br /> <br /> of the'City of <br />Martinsrills, Virginia, with Mayor L.D. Oakes presiding, was held <br />Tuesday, May 22,'1990, in the Council Chamber, City Hall, beginning <br />at 7:30 P.M. All members of Council were present: L.D/Oakes, <br />Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr."; Alfred <br />T.'~;'Groden;and Allan McClain.::' "~ <br /> <br />After the invocation, followed by Mayor Oakes'-cordial welcome to <br />Visitors, a presentation of a flag was made to Council by Ralph <br />Lester and Edwin G. Penn, III,'members of the Colonel George Waller <br />Chapter, Sons of the American' Revolution. The flag, which was <br />presented to the City in the hope that it would be used on special <br />occasions,'flew over the Capitol Rotunda in May 28~30, 1958 when <br />the unknown soldiers of World War II and the KOrean War lay in <br />state.~'The Mayor and C0uncilexpr'essed appreciation for this gift. <br /> <br />Council'=approved the minutes of the regular meeting Of May 8, 1990 <br />as"corrected. ' <br /> <br /> CoU~Cil':heard a request by the School System to include $50,186 in <br /> theFY90-91 Budget for the Parents and Tots Together~(P.A.T.T.) <br /> Program. School Superintendent'Harold Lamm explained that the <br /> 'program had been in existence'for six to seven years and that it <br /> <br /> is'not only a School program, but had its origins through the <br /> <br /> support of several Community agencies. Mr. Lamm s~ated that the <br />supporter'~='0f the~pr0gram did not 'want to delay their request for <br /> <br /> <br />
