TUESDAY, MAY 8. 1990 <br /> ..... =Councilman Groden, expressing concerns forthe need for increased <br /> <br /> revenues, proposed a meals and lodging tax of 3% effective January <br /> 1,1991 to be earmarked for drug enforcement and debt service on <br /> the.asbestosremoval project..Mr. Brownestimated that such a tax <br /> would result in $135,,000 in revenues from January 1, 1991 through <br /> <br />_..,June 30,.1991.. Mayor Oakes stated that he would like for Council <br /> to settle on a budget prior to .examining increased revenues.' <br /> Councilman McClain stated that he would not vote for increased <br /> ==. revenues until.Council had been provided witha revised estimate <br /> Of~=General Fund surplus as of June 30, 1991.: Councilman Groden <br /> formally. made a motion that the tax be imposed. This motion died <br /> for lack of a second. In responseto a question by Mayor Oakes, <br /> Mr.~ Brown.-stated that such a tax could be adopted at any time <br /> during the:year by following the appropriate procedures. Following <br /> questions by Councilman Cole, Councilman Groden agreed to. bring the <br /> ...... =: .~issue back.= tO COuncil at a later time. <br /> <br /> CouncilmanMcClain, noting that expenditure reductions had%occurred <br /> <br /> -~ following a dearease in health insurance expense. of $18,310 and a <br /> decrease of~$20,000 for-the Parents & Tots Together Program, and <br /> noting that the City Manager reported that.actual payroll costs <br /> for. FY89~90 hadincreased 5.58% (versus the estimated figure of <br /> 4..9%) moved that Council approve a 3% cost-of-living I==increase <br /> <br /> · . effective July 1,:1990 and a 2% increase.ef~fectiveJanuary..~.l, 1991. <br /> <br /> Mr. McClain noted that, according to estimates earlier provided by <br /> <br /> City Administration, this change would save an additional $74,503. <br /> <br /> <br />
