MONDAY~ APRIL 30, 1990 <br /> <br /> =A~special..and duly-called meeting of .the Council of the City of <br /> <br />.,Martinsville,.Virginia, with Mayor L.D. Oakes presiding, was held <br /> Monday, April 30, 1990, in the Council Chamber, City Hall, <br /> beginning at 9:00 A.M., for the purpose of conducting a budget work <br /> session.,I!All members of Council were present: L.D. Oakes,'Mayor; <br /> Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. <br /> Groden; and Allan McClain. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome to <br />visitors, Council asked that the City Manager review a complaint <br />registered by Mr. Bill Moles, 901 Dundee Ct., that the special use <br />permit issued for the Adkins Townhouse Project may not be being <br />complied with. The City Manager was asked to provide a written <br />report prior to the May 8, 1990 Council meeting, if possible. <br /> <br />Upon motion, duly seconded~ and by unanimous vote, Council granted <br />tentative approval to the FY90-91 budget request of the School <br />Board. Mr. Harold Lamm, Superintendent of Schools, gave a general <br />overview of.the budgeting process and presented highlights of the <br />budget request. Mr. Lamm stressed that the School budget was the <br />product not only of the School Administration, but of the School <br />Board as well. Following a question by Vice-Mayor Williams, Mr. <br />Lammstated that the $10,000 increase for summer work was connected <br />with general maintenance items needing to be completed on several <br />buildings.
